The term "flower vegetable" is very much a mis-representation as for the most part they are not flowers at all, but just either named as such or appear as such.

Many of the so called Flower vegetables have either been developed or have evolved to become the product we know today.  Cauliflower was original a flowering cabbage, but the flowers have been developed to form a clump which now forms the white centre known as the curd.

The green florets of broccoli have developed over many years from individual flowering heads into the tight dense mass we see today.  If broccoli is left to develop - it will in time develop thousands of tiny yellow flowers on its surface - often giving the impression it is yellowing through age.
